I have learned from fairly reliable channels (mates in my alliance who're from China) that the OP's story is essentially true. Apparently the Chinese GW is not managed by NCSoft directly but through some third party that, besides being grotesquely incompetent, seems to delight in being bastards. This has nothing directly to do with the Chinese govt.

(NB: not first-hand, as I don't comprends la langue chinoise.)

今天,第九城市所代理的服务器(中国大陆) 突然断线,从网络中我们得知,anet关闭了中国大陆激战服务器,然而我们却遭受到了严重的损失,在北京时间下午5点开放的大陆激战服务器中,不需要任何密码就可以登陆服务器!!!

一些玩家的人物遭到了删除,物品遭到了转移,长时间花费心血的东西洗劫一空!!!

Today, the service undertaken by 9city (mainland China) suddenly got a disconnection. From the Internet, we had got to know that ANet had stopped GuildWars service in China. However, we have suffered major losses: the GuildWars service that had re-commenced at 5pm Beijing time did not require a password to use!

Some players' characters were deleted, their items transferred (I believe it means stolen in this context), all the painstaking effort spent all these while were gone in a flash!

At the same time, some players who had left their IDs on an invitation card pertaining to "China Players Signatures" (not sure if I got this correct) has also been affected.

We hope that ANet can provide China players with a satisfactory answer. Thank you.

Wow, does sound like a security breach of some sort. It would be standard procedure to shut down the servers as well. If they thought they had the problem fixed and turned the servers back on, then had more problems, it's a wonder that they haven't shut them down or isolated them to work on them somehow.

Hopefully the lack of response from ANET (or a9 or whomever) means they're too busy working on solving the problem to answer the OP.

For my chinese friends:
